This is what this really is:

Agent knows by filing the suit that in order to cost contain it the local dept. they will simply settle with taxpayer money.

No one will be punished, just a fat taxpayer check will be written on the backs of the taxpayer and as usual all LEOs, local and federal, will go home happy. No change in policies or procedures will be enacted.

It is the LEO way you are the slave.
