The regional governors now have direct control over their territories. Fear will keep them  in line. Fear of Trump.

Dems were in favour of increased stimulus. Republicans on the other hand were not. How is this dems fault. Not that it matters but republicans if anything are to blame.

This "redlining", the Impound Control Act only has effect for 45 days. The president can object to provisions in any bill and withhold funding those items. The idea is to implore congress to fix them, maybe. Regardless, after 45 days the ICA powers on those presidential objections runs out and those items are then funded, the president gets nothing but the bully pulpit to object.
