Right at the end of the 'blackout' you see an emergency vehicle or something...

But notice how the lights on the vehicle are not very bright, but as soon as the lights turn back on at the Vatican, the emergency lights get brighter.

It appears to me that there is just a dark filter on the camera. But thats just me I guess.

Yeah, it happens to be THE BAPTISM OF THE LORD today in Catholic World. So cathedrals would make a big thing about it and market their product out loud

But I think it is because the Street Lights (circled with blue) are on 10% Luminocity and at 7:00 they just go full 100%, luminating the whole scene. But, yeah, strange car lights had so small area of effect... very symbolic I would say

then what appears to be a truck drives up to the building, and near the circle 3-5 figures appear in front of the lights from the vehicle that parked in front of circle, then that vehicle drives into the circle, circles to the right, backs up, moves forward, parks.

one person exits and walks into/towards the Christmas tree,

a few seconds later second person exits vehicle, appears to be wearing a wide hat (guard?), and walks in front of the big wide lighted thing in front of the tree, and walks towards the lower right hand corner.
