Every bit of news I’ve read about this today says it has been “signed.” It doesn’t need to be signed, it needs to be invoked. It was signed in 1807. Otherwise, it would be the Insurrection Bill, not the Insurrection Act, as Bill from Capitol Hill taught us in elementary school.
