Please . . . go read the Goldwater–Nichols Department of Defense Reorganization Act of October 4, 1986 . . . Here's a link [link to en.wikipedia.org (secure)] The Joint Chiefs are not in the chain of command, nor, as far as I know, have anything to do with nuclear codes. That runs through a real CHAIN OF COMMAND. This is total BS on Pee Pants Pelosi's part.
