It’s pretty obvious too the way they glare at the foreigner and only start coughing when a foreigner is present . when I see someone do this to another foreigner on the train, I’d reposition myself behind the Japanese guy and fake cough on him (they’re usually men and are older in my experience). They’d glare at me and I keep eye contact as I do it again. Rinse and repeat until they stop harassing my fellow foreigner
