From my understanding after reading around on Google, I thought COG2 and the 4 hours part meant you had to be READY to go with just 4 hours notice given, should the need arise to move to COG1. NOT that COG1 automatically gets implemented 4 hours after COG2

There was a small fire earlier. Probably a big deal but washed over as a kitchen accident. Cog was probably given out for this before the Patriots were murdered by the socialist military by now.

Per the chart provided, declaration of COGCON2 does not imply CONGCON1 is delcaired automatically after 4 hours. Reading it all, shows that the bullet point "4 hours to COGCON1" means rediness for COGCON1 will be achieved in 4 hours.
Other bullet points in COGCON2 stipulate that various tests should be performed "weekly" while in this condition while in COGCON1 they are stipulated as being peformed "daily". You can't have "weekly" tests if COGCON2 only lasts for 4 hours.
