Well, that escalated quickly. How can you prove a person was there other than the ping? If you have no video or photographic evidence of a person being there then it would be extremely difficult to determine if this wasn't a cloned a phone.

You would need a warrant to do this and you would need a 2nd warrant for the specific owner. imho, you cannot possibly get a general warrant for a million people. That is absurd.
