There was article I read years ago that says they choose a family and pay them $250,000. To "play" the winning family and then all the rest of the money goes somewhere else...this was around 1992 and at the time several other lotto scams were coming out.
Quoting: Rainbow Time Machine That would not fly today. If they were going to do that it would have to be actual lotto winnings in the millions. No one would do that for a not life changing amount of money today.
