Could be but there's silver available. Right now most silver is mined as a by product mining something else like gold, copper or even zinc.

The amount of silver they mine is pretty small in comparison to their primary product. So if their business slows down then production slows down and silver production may shut down entirely since it's not a critical part of their operation.

Lots of things to consider but the primary one is energy.
