We should dismantle all nuclear arms anyways. Theres no point in having them pointed at our Neighbours anymore, We're come along way since the 80's, but we need to redirect military budgets to the people and education, development, devops, etc.

I'd assume they understand where we're at in our development.
Their monitoring because they know we are going through that final phase where we become a type 2/3 civilization
