Will all of the weather in Texas cause disaster flooding and mudslides when it melts?

I remember in 2019 there was a huge rainstorm that caused massive flooding in Texas. The state is huge so maybe the areas affected by snow won't have such issues when it melts but is this a concern for anyone else? It seems the area flooded was around Houston but I feel like I read the entire state is obviously not set up for so much weather because Texas is typically dry. Do people have basements in Texas? Is this going to be a wet nightmare when the cold lets up?
