Yes the national guard assembled it.. I've seen some of it before. I've worked as a technical director and crew chief at companies (vendors) who are used to produce events on the mall and other places around the nation.. They've used the walls at event's like inaugurations before.. but like to frame in the mall or enclose a large area so a secure are can be created for dignitaries.. I don't know this for a fact but their are thousands of buildings in run down parts of DC for the fence to be stored and could be ported to any location in the district in like 30 minutes..
