Why the hell is Denmark considered Scandinavia but Finland isn't?

Aren't Finnish people of Lap descent v. Scandinavian descent?

what do you mean? the "indigenous" reindeer herding Sami people living in the North/Lapland look somewhat different than the Scandis and the blonde Finns but their language is related to Finnish

"some Finnish know" ... officially Finland is bilingual country, both Swedish and Finnish are official languages and to get an office you have to have Swedish language competency certificate
Swedish is an mandatory subject in schools, but kids generally don't like it, and after the school maybe most Finns forget the Swedish language soon.

I thought Lapland was in the northernmost parts of Finland Sweden and Norway.
