Ukrainian Army is systematically shelling rebel territories,
now Donbass militia got permission for preventive strikes on Ukrainian forces.
"The Donbass military was allowed to conduct "pre-emptive fire." It is noted that this measure was taken while there is no reaction of international observers to the ongoing shelling."
