Noise from the helicopter, but the rotors aren't moving.

Moreover, when Presidents are shown walking to Marine One from what should be the South Lawn of the White House, aren't its rotors just about always running? They are because the sound of the rotors usually kind of covers up what any POTUS is saying, which, heh heh, is kind of why I think they do this stupid thing of talking to press while the rotors are going. But here they have the noise and nothing is on. Kind of like Biden's brain.
