Because so many Indians favor the custom of taking a dump by going out in the fields, squatting down and letting it fly, the government has been putting millions of dollars (or the rupee) into building public restrooms. But so many Indians have continued to favor the tradition of taking a shit the way a dog does, the restrooms weren't well used and have become like dust collectors.
Ahh, so hygienic, so fragrant, so civilized.

It's bad enough in so-called civilized societies, so places that tend to be innately apathetic about even the basics - such as no TP to wipe one's ass, no running water to wash one's hands - are just the opposite extreme of pro-Karen-Gestapo face-mask wearing. I hate to think of what ancient Rome was like. And that society of builders of aqueducts and the Colosseum at least had a primitive version of today's modern plumbing.
