That's a given.

The fundamental question is the number of fraudulent votes.

The use of the term "systemic" would tend to suggest it's enough to be a big problem for Biden's alleged win in AZ. Ten fraudulent ballots, or even a thousand, does not a systemic problem make, and they only need to find 11,000.
