She only offered after the initial confrontation. She should have put a flyer on every door, that way the neighbors would be aware of the street being blocked. Then again, she never got a permit so it didn’t matter.

The southern neighborly thing to do would’ve been to invite everyone, they would have declined but understood why the road was blocked.
