I think there are competing factions who agree on the conclusion but do not agree on how to get there.

One explanation is that the NWO plans to jettison the "evil" or left hand path of its operatives once they are finished using these creeps. They plan to bring in the "light workers" or new age operatives for a lighter touch to consolidate their NWO.
