The 1st one released spreads fast but is mostly only deadly to the elderly and those with prior health issues. They use the first virus to justify pushing a vax. This vax actually works in both viruses they created. Who is most willing to take the vax? - the Lefties. What happens if the second virus is released and is much more deadly than the first but the people that got the vax are immune and not at risk of the more deadly virus?
