I don't see it. Most of what you are talking about is teenagers. Teenagers will do whatever they think they can get away with.
I would think that it is the fun park's or zoo's responsibility to prevent this type of disruption. If they don't enforce the rules, no matter the color of their skin, & remove them if they choose to continue, then the manager of the park is at fault. Complain to the manager. If they don't make sure that teenagers behave, then tell them you won't be coming back & your friends won't be coming back either.
I've seen teenager's of all colors & backgrounds get rowdy, that's when an adult needs to step in & handle the situation. The problem is that the people that own & run these places don't want confrontation.
Usually, when you enforce the rules & lay down the law in a fair & forceful manor, the majority calm down & behave appropriately. But, if the management just "tolerates" the behavior, it becomes a problem for everyone, not just White people.
Other approaches I have seen is to have special activities for teenagers & keep them really busy doing fun & thought provoking activities. Like a behind the scenes tour at the zoo. Or encouraging a youth group to run a specific food area to raise money for their group. Most rowdy kids are just bored & need creative Adults to keep them interested & having the right kind of fun!
