The RICO laws had been around for decades. Reagan thought it would be nice to loosen the controls and expand the program to every crooked cop in the nation. It was supposed to be about cracking down on drug lords, but the average guy, in the wrong spot at the wrong time paid the price. Billions have been taken by thieving cops and the FBI. It is possible to get your property back, but you must prove you are innocent. Does not seem like a very Constitutional law--or very American Maybe Reagan was already senile when he allowed the criminal dictates to be enacted. |

He used it to finance the operations going after the drug rings, which was noble at the time (back when we pretended to care about government spending). First, we gave them that power - willingly, happily - because bad guys need punishment and all real Americans want bad guys to be punished. Secondly, anyone in uniform is a hero. Add a badge? Double hero! The top tier of hero is federal hero. Those rich scumsuckers can play 'victim' all they want, but they knew exactly what they were doing when they hid items in an anonymous safety deposit box store. They were dealing in illegal items or trying to evade taxes. No honest person tries hiding valuables. No decent citizen needs privacy...unless they have something to hide!
