It'll probably happen, if only for their own safety. It's incredibly dangerous for EMTs and firemen to work without police. If an EMT is called because somebody was shot, and there is no police officer to secure the area for that EMT, then the shooter could still be in the area. That puts the EMT at tremendous risk. If firefighters are called to halt a fire that was caused by leftist domestic enemies, how are they expected to work if the BLM mob is right there ready to attack them the moment they show up? Violent thugs could actually start calling in false reports to attack and mug emergency services.

When the police shut down, it all has to shut down.
