If I were him I would offer asylum for Europeans, they are good at farming.

He needs to set up aquaponics farms with fish and vegetables. 3 acres done very professionally like the university study, produced 10000 fish and 1 million pounds of produce. So, 10 of those set up for cities and several in every town and you'd be feeding your citizens year round.

Might I add, some power production, cavitation. Wind/Solar and implosion of molecules, or hydrogen. Greenhouses with fish tanks especially need power to run. And the people need power too.

Not that I want to help Kim Jong Un, but his people yup. They need lots and lots of help and support. His people and his nation, the land and people, counts very much.
