Do Electric Cars run normally without oxygen?

Yes. Here's an electric International Harvester Scout II on Mars. It's far from the IH Scout's best environment, however, as the salt there is it's Achilles Heel. However, going forward, there's very little it can't overcome. I suggest spraying your electric Scout with a mixture of fuel oil and Fluid Film before embarking.
