The only reason Joe didnt mandate is to save face of the administration. They are sitting back and letting others do his dirty work. The same exact thing would have happened under Trumps second term

Not really-- Western citizens produce most of the world's innovation, marketing, slick clothing and car design, and disciplined wealth accumulation. Japan is similar to the west, and this is why the elite also hate Japan. We in the west create wealth ---sometimes out of nothing.
