Happened in Rochester and victim had 70% of his body with 2nd and 3rd degree burns...he eventually died.
Teens are 14 and 16, both with criminal history. One previously targeted a deaf person.
Kids tried to make the victim blame a white man for the crime. But he dead so...

She never went to a doctor and didn't want to press charges. Was also changing her story upon questioning. Just another fake hate crime.
