This is a global operation folks.
The mandatory phase they are trialling in a few countries at the moment to study and model the backlash.
Once they have data on this and once the "variants" kick (e.g. the vaxxed start to get sick), the unvaccinated will be BLAMED for that and then it will be made MANDATORY GLOBALLY.
They do all this in stages.
