Why haven't they switched off the internet?

I have been thinking a lot about why TPTB haven't just switched off the internet or at least reset with massive censorship? If they wanted they could probably do it and people would have to register for a website with the government so what you would end up with would be basically a corporate structure with a minority of personal sites deemed "safe" by the authorities.
It would basically kill all meaningful opposition and make it really hard for people to organise protests.

What I came up with is they can't do this because even though opposition is rallied within the internet it is indispensable to them as a source of information and as we all know "data is the new oil" and information is the key for an all encompassing surveillance system.

But is also it's weak point and they are trying to balance that with targeted censorship when things get too close for comfort and letting certain things flourish so information about the threats can be processed.

I believe we do have two sides at war with each other with the principle battle field being the information warfare that is ongoing in all media spheres.

I think both sides are using quantum computers to war game their next moves (basically predicting the future) it is a massive AI chess game going on and what do they need to get a more accurate vision of how their moves will play out in the real world? Data.

This is why I believe they can't shut down the internet in the form it is now. Sure it breeds opposition but it also breeds data that gives them a more realistic vision of the future and the future moves of their opponents

So they are stuck between a rock and a hard place too much censorship and they lose true picture of the battle field too little and they lose more people to the opposition and this is what I think we are seeing playing out in the real world.

Now no matter what you think of the Q thing, one thing is certain is that it tipped the information war away from TPTB and they have been fighting that ever since but like I said before the more they censor the worse their vision becomes and the more mistakes they make. They are damned if they do and damned if they don't.

Anyone have any ideas on this? I am no computer expert and it was just a theory that seems to fit into our current predicament.
