If they get a certain percentage the more conventional attacks commence after they have sufficiently weakened America and Western Europe. If they don't get those percentages then they pull lights out. Much like Fauci's decision tree delivery, they are using that same decision tree to advise their methods and next steps. There may be variations, but they will most likely put the lights out in order to confuse and disorient at some point. The more people who get vaccination the quicker that they will be in a position to attack. The less people who get vaccinated, the longer they will leave the lights out before moving in.

The American public uptaking these "vaccinations" is akin to people in a standoff blowing up a combination of smoke grenades, flash bangs, and regular grenades in their own faces, after those who put them under siege poisoned the air, and then knock on the door leaving a package wrapped as a gift, while the force outside who left the package is barking at them over a loud speaker telling him to open up the package and that it is the antidote to the poison.
