Transportation Bill should have been to direct shipping back to railroads and not a boon for Congress to have more trucks on the road and cars per mile fees.
Everybody knows that paving contractors are famous for the kickbacks for lucrative contracts. They then make crappy asphalt that will wear out quicker and need to be repaved every 5 years the same stretch of road.
I've driven on roads that hadn't been paved for 30 or 40 years that were in better shape with rocks added to the asphalt. But, it's not designed to be long-lasting for taxpayer savings on expenses.

They already do that with the motor fuel tax.
They would have to eliminate the motor fuel tax to charge by the mile, that would raise the cost of electric cars and lower the cost of petroleum based.

Combines nicely with biden's recent executive order demanding 50% electric vehicles by 2030
