One must take the head off the beast. It's the CDC which needs to be dismantled, all who worked there in decision making/enforcement held accountable for their crimes against humanity. Nothing else will do.  And thought struggles against the results, trying to avoid those unpleasant results while keeping on with that way of thinking.
