What exactly is your cat doing? Scratching? Licking?

Good there are no bald spots yet.

Is the cat licking? Cats groom excessively because of discomfort or anxiety. They only have so many ways to tell us that.

So if grooming a lot, have the vet check the cat's anal sacks. Some cats need help expressing them. It's a quick and cheap procedure that a tech can do. If grooming too much, you might check for bladder infection (especially if the cat is male). Less likely (if it's an older cat), they sometimes get arthritis (Dasuquin is often given), but I'd expect to see other behaviors if that were the case.

If both or just scratching: It's not cheap, but there is a medicine called Revolution. Once per month. It's a liquid you apply on the neck. Works against fleas and parasites. Fleas in the house aren't always obvious for a while.

Allergies are a possibility.

Also, do you have indoor plants? A few common plants/flowers are not good for cats. Be careful to avoid lilies in the home.

Watch your cat's behavior, routines for any other clues.
I hope you find the answer! Report back if you do!
