Call me cynical, but the current government could never support a relocation effort of that scale. Could they empty the coastal cities in 9 hours? Absolutely! Would they, though? That’s another question. I could see them figuring that it would be easier and cheaper to let millions die than it would to figure out what to do with millions of displaced.

It doesn't take to be magnitude 6 to cause landslide .If the magma intrusion will move to the surface expanding the island ,lesser of magnitude will cause some kind of landslide .And volcano eruption itself there without landslide scenario is nightmare for residents there

I would still head west another 50-100 if it does happen. You will have 6 hours at least.
