The recent flooding in China serves as a reminder as how much of a death trap high-density tunnels are. That was horrific to hear miles of cars and everyone drowning. I don't think we ever got an offical number being it's China and they hide everything. I don't think people truly understand exactly how many people will be on the same roadways, all at the same time and with only a couple of hours to get out. It won't be like rush hour traffic with 3-4 different shifts going in different directions trying to get home for dinner. Add the threat of death to the mix and all common sense goes out the window.
