My husband hasn't been able to find a job since IBM laid him off in Sept 2019. NO ONE IS HIRING or tell him he is overqualified.

This is an easy one, IBM sucks ass. I wouldn’t hire anyone with IBM on their resume. BTW- 15+ yrs experience as a CTO.
