It's a common tactic in riot control, retreat to let the rioters think they're winning so they calm down and then go back at them a short time later. It also emboldens some rioters who'll then act up more when you come back at them which gives you justification to use more force.

There are also likely undercover officers in the crowd of workers who have two jobs, help ensure the uniformed officers are clear to retreat by running up and attacking the cars so civilians don't and to incite violence at the right time so uniformed officers can justify an assault on their terms instead of waiting for rioters to do it randomly.
