It is indeed true....
My daughter's boyfriend is a mid-level inventory manager. I usually have him pick up something for us when supplies get low. (They allow employees products first when the trucks come in.)

Like specialty items. He told me his store just lifted limits on things like toilet paper, paper towels and water because of their profit margin. He went on to say, that the stores in the Northern Bay Area are selling out of these items, which drives demand. The trucks bring in what they can, some people suffer but it makes them want to buy more when they can. Crazy shit! I asked him about supply and his response was "There's always a truck coming every night". So, in a nutshell. He basically told me that the limits are profit driven. Not necessarily supply driven.
