hydr oxy gas plant: collect the gases.

electricity plant: burn the gasses, turning for electric with the re-condense; boil water with the flame... more power to Yah.

and if you can't turn for electric, like Elon says: because you're re-condensing; where's pressure?... regulated. Then, OK... there's still the boil.

Yeah something makes me not unbelieve that you can use pressure even while re condensing, but it could be pride looking for a way to make it true... or it could be true.
