Those that know what the narrative is in the Russian media know that the Russian officials believe they have reached an agreement in Geneva back in June with the US and that any type of anti-Russian actions on America's part thereafter will be viewed as counterproductive and as not in-line with the spirit of the agreement. Furthermore, there was talk that if a bill that is circling around Congress that has a new round of anti-Russia sanctions will be signed into law, then Russia will see the Geneva agreement as dead and will respond harshly to these new sanctions.

But now this: Biden is refusing to implement sanctions against Russia under the law already in place (CATSA) and I argue it is because he is deathly afraid to break the agreement with Putin. Putin has Biden by the balls.
