They can keep the internet up and shut down social media at the same time, but in this scenario there would be no concrete way to communicate with others outside of text messaging. What if you wanted to tell someone a secret, or discuss something you want nobody else to know? Text messages aren't private, so where would you go? One of the few options that would remain in that scenario would be the apollo blockchain and their encrypted messaging system. It costs 1/4 of a cent to send a message that nobody but you and the recipient would ever be able to read. You can use the apollo wallet/blockchain for data storage and transfer too. You just need to do the research and take the time to implement it, but it's very effective and decentralized with private keys stored only by the individuals. No need for public stores, or centralized key repositories, can host them all yourself.
