It is really pretty easy to build an EMP "gun".
There are even how-to vids up on youtube.
You can scale them up to any size, should the cyborgs get unleashed.

For a variety of reasons you are not going to stop them with an EMP ANYTHING that's easy to build. Like... That's just flat not how EMP or military grade electronics/mechatronics work. This is flat in the wrong class of devices to even try using EMP on in the first place. EMP won't work on this for the same reasons it won't actually work on modern cars and trucks with the added caveat that EMP will work even LESS WELL on this than it does on modern and semi modern cars and trucks.
