If this guy has children he should register them with the state and get a state issued Birth Certificate because it's the law.
With climate change all people (globally) should register all their appliances with the state and have a identification #
It's everyone's duty to save the planet. If they don't comply charge astronomical court fees and if they do not consent throw them in jail.
