I think the vaccine has many purposes. Depopulation being one. And then when people wake up to the fact that they're being depopulated, they will voluntarily overthrow their own governments, wreaking havoc that, conveniently, only the UN can fix.

I also wouldn't discount the possibility that the vaccines contain experimental technologies having to do with tracking, transhumanism, and possibly even life extension.
