when you talk about 'radiation' there are so many different types , here is the alpha the beta the gamma radiation itself and then there are the different radioactive elements.

Uranium is a very heavy element and does sink to the bottom of the ocean, where it pretty much does nothing for next billion years, now the forms of elements that get taken up into fish tissue and things like that are the radioactive iodine, and cesium but once again the ocean is so vast, it's such a huge volume once it becomes diluted in the ocean, the ocean already had a much higher radioactive background , the ocean already has huge amounts of radioactive elements in it naturally.

the earth's core is molten because Uranium sinks to the center and goes nuclear, there are radioactive uranium piles in the center of the earth

I do think everybody is responsible for their own health... but I know it is unrealistic to expect that kind of self-awareness from everybody. More could be done to make them aware, though.
