Would hundreds of helium balloons coated in metal make good decoys for Radar?
If you designed cheap rockets that could deploy hundreds of cheap self inflating helium balloons with metal coatings would it screw up Radar and or create a way to hide aircraft and missiles in a mess? Sort of like chaff? Imagine thousands of these launched as aircraft indertict into enemy territory?

Obviously they would be slow but wouldn’t it give targeting systems a head ache? If you make them spin slow where one side does not reflect Radar it would look like new targets as they spin. You could have balloons that spin at different speeds.

You could probably design similar things to be deployed under water to hide subs, ships and torpedoes?

I'd assume the radar is intelligent enough to detect all the similarities & immediately filter it - isolating the odd ball - the rocket.

Aluminized mylar balloons. You cannot fully inflate as they will expand as they rise.

They will not create strong returns to radar unless they are constructed with corners, but it can be done.

It will not fool more sophisticated radar systems, such as airborne command systems for long, as they can discriminate between aircraft and small reflectors.
