It is pointed out in the video that the decision to impose the Emergency was based on media reports of violence/vandalism that were untrue.

The arrests it was based on were a result of the truckers calling to report vandalism done to them, not the other way around.

One of the qualifications of declaring a state of emergency is that you exhaust all other remedies. This included meeting with the other side to try to work things out. Trudeau never attempted to meet with any of the representatives of the trucker convoy and in a court the judge would rule he did not meet the elements to declare an emergency.
