If that's the case, then we have to get rid of Sotomayer.
The buck stops at the top of the chain, not with a disposable underling. If this is where the unprecedented attempt to subvert the legal system came from, we must presume that the Justice told him to do it. She's the boss, and responsible for her, and her underlings, actions.
If this proves out, then she must resign, immediately. And in shame.
