Just go out there and check what is being hidden in the storage tanks. Remember in the '70s when there was a shortage, found out that hundreds of thousands of gallons were being pumped into holding tanks around LA. Truckers found out and went out and beat the valves all to hell so as not to be able to transfer it, then called in the feds. All hell broke loose.
